Demand for HYDRAA-like agencies across Telangana

Inspired by HYDRAA's specialized enforcement role, legislators are asking for extending its model to smaller cities and towns, to address encroachments, localized municipal challenges and ensuring effective governance

Inspired by the work of the Hyderabad Disaster Response and Assets Monitoring Agency (HYDRAA), Congress MLAs from various districts have called upon the Telangana State government to establish similar enforcement and regulatory agencies for their constituencies. The proposed agencies—MADRAA for Mahabubnagar and Mahabubabad and WADRAA for Wardhannapet—are intended to address local issues such as encroachment of lakes, illegal constructions, and violations of municipal regulations.

The legislators argue that challenges such as illegal encroachments, unplanned urbanization, and environmental violations are not confined to Hyderabad but are also rampant in tier-2 cities, towns, and mandal headquarters. They believe that setting up agencies modelled after HYDRAA in their regions would enable swift action and efficient coordination among government departments.

It may be noted that HYDRAA, which operates within the Outer Ring Road area of Hyderabad, has been granted special powers to enforce laws under the GHMC Act, Telangana Municipal Act, Irrigation Act, and WALTA Act. It functions as a robust enforcement body, acting on notices issued by associated departments such as GHMC, Revenue, and Irrigation. HYDRAA Commissioner A.V. Ranganath has compared the agency to elite task forces, emphasizing its specialized role in addressing urban challenges and enhancing disaster response.

  11. Yennam Srinivas Reddy (Mahabubnagar MLA) highlighted the urgent need for a MADRAA in Mahabubnagar, citing rampant encroachments on water bodies and government lands over the last decade. "A centralized enforcement agency like MADRAA would empower citizens to act as whistle-blowers and ensure swift action against violators," he said.

  12. Dr. Murali Naik (Mahabubabad MLA) expressed strong support for HYDRAA’s actions in the state capital and called for a dedicated MADRAA in Mahabubabad to combat encroachments and safeguard public assets.

  13. KR Nagaraju (Wardhannapet MLA) appealed to the government to establish WADRAA for his constituency, stressing the need for effective enforcement mechanisms to protect local resources.

  15. Chief Minister A Revanth Reddy had earlier emphasized the importance of HYDRAA in ensuring better planning and disaster response, enhancing the quality of life within urban areas.

  16. Legislators now urge the government to expand this vision by creating regional enforcement bodies to tackle localized challenges effectively.

  17. The Congress MLAs’ pitch underscores the growing demand for coordinated, empowered, and accountable governance to address the pressing urban and environmental issues across Telangana. They hope the government will respond positively to their proposal, paving the way for a more sustainable and law-abiding future for the state.
