In a major step towards strengthening public health preparedness and emergency response systems, the Andhra Pradesh government is setting up a state-of-the-art Public Health Emergency Operations Centre (PHEOC) in Mangalagiri at an estimated cost of Rs 5 crore. State Medical and Health Minister Satya Kumar Yadav announced that the facility is nearing completion and will soon be inaugurated.
The center is being developed as a centralized command and control hub to monitor, assess, and respond swiftly to public health emergencies such as outbreaks of infectious diseases, food poisoning incidents, natural disasters, and pandemic-like situations similar to COVID-19. The initiative aims to ensure timely medical assistance and coordinated emergency response for affected citizens across the state.
According to officials, the facility will enable continuous surveillance of communicable diseases, including seasonal fevers, diarrheal infections, and other health outbreaks. Operating on a “watch, response, and alert” mechanism, the center will analyze real-time data and issue early warnings, allowing authorities to implement preventive measures and emergency interventions without delay.
The command center will integrate information from multiple departments, including Medical and Health, Disaster Management, Police, Fire Services, and other emergency response agencies. Weather alerts received from meteorological authorities will also be monitored to facilitate advance preparedness during extreme climatic events and disasters.
“The Public Health Emergency Operations Centre will function as a comprehensive coordination platform connecting district officials, health department wings, and other government agencies. Its primary objective is to ensure that medical services reach victims quickly during emergencies through efficient planning, monitoring, and inter-departmental coordination,” said Minister Satya Kumar Yadav.
He further noted that the facility would maintain operational linkage between the State and Central governments, enabling seamless data sharing and coordinated decision-making during crises. The center will function under the supervision of a senior surveillance officer to ensure continuous monitoring and rapid response.
The PHEOC is being equipped with modern infrastructure, including a dedicated studio, high-speed data transfer systems, and advanced voice and video conferencing facilities to enable real-time communication and strategic decision-making.
The facility is being established on the third floor of the Andhra Pradesh Medical Infrastructure Development Corporation headquarters in Mangalagiri by HLL Lifecare Limited, an agency selected by the Central Government. The project is being implemented under the Prime Minister’s Ayushman Bharat Health Infrastructure Mission, under which 15 states and Union Territories were selected in the first phase for similar command centers.
