Revanth sets 100-day digital governance deadline

Chief Minister A. Revanth Reddy has directed officials to fast track a comprehensive Digital Governance initiative aimed at making public administration more transparent, efficient and citizen centric. Stressing that technology should become the backbone of governance, the Chief Minister instructed officials to prepare a detailed implementation plan, frame the required legal provisions and complete the digitisation process within a defined timeframe.

Chairing a high level review meeting on issues relating to contract and outsourcing employees at the MCRHRD Bodhi Pavilion on Tuesday, the Chief Minister said Digital Governance would significantly improve service delivery, ensure welfare benefits reach eligible beneficiaries directly and eliminate administrative delays.

As part of the initiative, Revanth Reddy instructed officials to completely digitise the records of all government, contract and outsourcing employees, including salary details, bank account information, service records and benefits. He said the integrated digital database would help ensure salaries are credited on time every month, strengthen accountability and facilitate the implementation of welfare measures such as health cards and other employee benefits.

The Chief Minister also directed officials to constitute a multi departmental committee to undertake a field level assessment and prepare a comprehensive roadmap for implementing the Digital Governance reforms. The committee has been given a deadline of 100 days to complete the exercise and submit its recommendations.

Action against Errant Agencies

Expressing serious concern over irregularities in the outsourcing system, the Chief Minister directed officials to initiate strict action against agencies that fail to pay salaries and statutory benefits to employees despite receiving payments from the government.

Officials informed the meeting that nearly 4,800 contract and outsourcing agencies are operating across the State and around 4,300 of them are allegedly not remitting Employees' State Insurance (ESI) and Provident Fund (PF) contributions. They also pointed out that many agencies delay salary payments even after government funds are released.

Revanth Reddy made it clear that such practices would not be tolerated and said Digital Governance would bring greater transparency and real time monitoring of salary disbursements. He instructed officials to ensure that contract and outsourcing employees receive their salaries transparently between the 1st and 5th of every month.

The Chief Minister also asked the Finance Department to establish a dedicated monitoring mechanism to continuously oversee the digitised employee database, salary payments and implementation of welfare benefits, ensuring accountability across all departments and agencies. He reiterated that technology-driven governance would strengthen transparency, improve administrative efficiency and build greater trust in public service delivery.
