metro india news I hyderabad : The Telangana state government, through the Energy Department, has issued official orders completing the comprehensive allocation of assets, liabilities, network infrastructure, consumers, power purchase agreements (PPAs) and employees to the newly formed third electricity distribution company, known as Rythu DISCOM (TG Rythu Power Distribution Company Limited). This marks the formal division of responsibilities among the three DISCOMs in the state.
A high-level committee constituted by the state government met on August 22 to deliberate on the detailed apportionment of various components among the three DISCOMs. After finalising its recommendations, the committee submitted them to the government. Following a thorough review, the government issued the orders on Monday, officially completing the allocations. The orders stipulate that the arrangements will come into force from the date of publication in the Gazette.
Consumer Base Transferred
As of 31 August 2026, a total of 30,62,853 connections have been transferred to Rythu DISCOM. These include 30,60,821 agricultural connections previously under the jurisdiction of the Northern Power Distribution Company Limited (NPDCL) and Southern Power Distribution Company Limited (SPDCL), along with 512 lift irrigation schemes, 105 connections of the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB), 1,145 CPWS/Mission Bhagiratha connections, and 270 water connections with dedicated distribution transformers (DTRs).
Network Infrastructure Handed Over
The network transfer is substantial. A total of 6,15,651 agricultural distribution transformers have been allotted to Rythu DISCOM – comprising 2,51,338 DTRs from NPDCL and 3,64,313 from SPDCL. These transformers have a combined capacity of 21,717 MVA and are valued at Rs 2,123.46 crore by experts. In addition, 2,51,213 kilometres of low-tension (LT) lines specifically erected for agricultural connections under both NPDCL and SPDCL have been transferred. These lines are valued at Rs 1,039 crore.
Power Purchase Agreements Allocated
PPAs have also been distributed among the three DISCOMs. Significantly, the PPAs for 2,324.8 MW of hydropower generation capacity under Telangana Genco have been exclusively allotted to Rythu DISCOM.
Major solar power PPAs have likewise been assigned to the new entity. Overall, 87 PPAs have been apportioned among the three companies.
Staff Allocation
Rythu DISCOM has been allocated a total of 2,000 employees. This includes 660 engineers, 1,000 Operation & Maintenance staff and artisans, and 340 administrative personnel in the Accounts and Personnel & General categories.
Assets and Receivables
Clear demarcation of assets and receivables has been completed. Outstanding dues amounting to Rs 29,221.99 crore from lift irrigation schemes under the previous SPDCL and NPDCL jurisdictions have been assigned to Rythu DISCOM. Additional receivables include Rs 9,122.53 crore from HMWSSB, Rs 7,497.51 crore from Mission Bhagiratha, Rs 25.62 crore from the Municipal Department, and Rs 287.63 crore related to agriculture. The total receivables transferred to Rythu DISCOM stand at Rs 46,155.28 crore. SPDCL has been allotted Rs 6,896.20 crore and NPDCL Rs 3,729.57 crore in receivables.
Debt Burden
Liabilities have also been distributed. Of the total working capital loans of Rs 62,037 crore, Rythu DISCOM (TGRPDCL) has been assigned a debt burden of Rs 46,126 crore, TGSPDCL Rs 13,082 crore, and TGNPDCL Rs 2,829 crore. Capex loans totalling Rs 7,555 crore have been shared between NPDCL and SPDCL.
With the formal completion of all allocations, the three DISCOMs in Telangana will henceforth operate within the defined boundaries of their respective networks, consumer bases, assets and liabilities. They will utilise the assigned resources to deliver electricity services to the consumers under their jurisdiction, effective from the date of Gazette notification. This restructuring aims to streamline operations, particularly focusing agricultural and related power supply under a dedicated distribution company.
