Haryana Budget 2026 Agri discom, green fund, Agniveer quota

Haryana Chief Minister Nayab Singh Saini on Monday presented the state budget for 2026-27 with an outlay of Rs 2.23 lakh crore, introducing initiatives such as a new electricity distribution company for farmers, a Rs 100 crore green climate resilience fund, and 20 per cent reservation for Agniveers in the state police.

Saini proposed the creation of ‘Haryana Agri Discom’, a third power distribution company to ensure uninterrupted electricity to all 5,084 agricultural feeders and 7.12 lakh farmers across the state. He said the move would accelerate new tubewell connections and the replacement of faulty transformers, boosting farm productivity and income.

A Rs 100 crore ‘Haryana Green Climate Resilience Fund’ was also announced to promote zero-emission vehicles, renewable energy, energy efficiency, urban greening, water conservation, climate-resilient agriculture, and nature-based solutions, aligning with the state’s net-zero emission goal by 2070.

The budget includes a 20 per cent reservation for Agniveers in Haryana Police, along with special recruitment of 1,300 Agniveers next year. Other initiatives include setting up ‘Adarsh Pariksha Kendra’ in every assembly constituency under a public-private partnership, with the first center in Kurukshetra by December 25, 2026, a modern film city at Pinjore, and ‘Wedding Cities’ in Gurugram, Kharkhoda, and Pinjore to promote local employment and the “Wed in India” concept. Biomass power projects of 200 MW capacity will be established in 13 districts to utilize paddy straw.
