BRS Legislature Party Deputy Leader T. Harish Rao has accused the Congress government of orchestrating a massive Rs 18,000 crore scam in Hybrid Annuity Model (HAM) road projects across Telangana. In an informal interaction in Assembly on Tuesday, he alleged that excess mobilisation advances and manipulated tendering processes have opened the door to corruption and misuse of public funds.
Harish Rao claimed that nearly Rs 12,000 crore worth of works under the Roads & Buildings Department and another Rs 6,000 crore under Panchayat Raj were being executed with irregularities. He pointed out that the government introduced a 10% mobilisation advance, resulting in Rs 1,800 crore being released upfront, which he warned could be diverted for political purposes.
He further alleged that tenders, which traditionally close below estimated costs, were now being awarded at 15–20% above projections. The tender process, he said, was manipulated by bypassing the Committee of Tenders and removing the earlier 5% cap on premium bids. Rao highlighted that in many projects only two bidders participated, suggesting a contractor syndicate, and named companies that allegedly secured multiple works.
Demanding immediate cancellation of the tenders, Harish called for a judicial probe by a sitting High Court judge.
