The Telangana Governor Jishnu Dev Varma has outlined the state government’s vision for an inclusive and progressive future while addressing the joint session of Telangana Assembly and Legislative Council on the opening day of the Budget session on Wednesday. He emphasized the administration’s focus on economic growth, social justice, technological innovation, and sustainable development.
The Governor continued his 35-minute-long speech amidst slogans and jeering by BRS members, in between, trying to disrupt him. Former CM K Chandrashekar Rao was also present in the house. Governor highlighted the significance of the budget session as a time to assess achievements and set the roadmap for future progress. He urged legislators to engage actively in shaping policies that ensure financial prudence and holistic development, reinforcing the government’s commitment to empowering every citizen.
The Governor reiterated Telangana’s position as a leader in economic development, social justice, and technological advancements. He highlighted key government initiatives aimed at transforming the state into a model of progress, emphasizing a balanced approach to industrialization and sustainability.

The Governor made a mention of the government’s flagship schemes, initiatives taken up in various sectors and achievements and successes from the last 15 months. He highlighted the state’s achievements in investment, agriculture, women empowerment, education, healthcare, and urban transformation, reinforcing Telangana’s position as a model state for progress and inclusive growth.
Economic Growth, Agriculture, and Women Empowerment
"Telangana has emerged as a prime investment hub," the Governor said, highlighting the state’s success in securing Rs. 1,78,950 crore in investments at the World Economic Forum in Davos, which will generate 49,500 jobs in AI, EVs, pharmaceuticals, and data centers. Telangana continues to be the nation’s largest paddy producer, achieving over 260 lakh metric tonnes in production. He emphasized farmer welfare, noting, "The Rs. 2 lakh crop loan waiver and Rythu Bharosa’s Rs. 12,000 per acre support are testaments to our unwavering commitment to the agrarian sector."
On women’s empowerment, he cited the Mahalakshmi Scheme, which has enabled 149.63 crore free bus trips, saving Rs. 5005.95 crore in travel costs. "Through the Indira Mahila Shakti Mission, we aim to create one crore women entrepreneurs, backed by Rs. 1 lakh crore in financial support," he announced. Telangana is also pioneering a 1,000 MW solar power project for women-led Self-Help Groups (SHGs) to promote financial independence and sustainability.
Education, Healthcare, and Social Justice
The Governor highlighted youth-focused initiatives, stating, "Young India Skill University and Advanced Technology Centers (ATCs) will equip our youth with globally competitive skills." The Rajiv Gandhi Civils Abhaya Hastham scheme offers Rs. 1 lakh financial aid to civil service aspirants, and 55,000 government jobs have been filled through a transparent process. "Education remains a priority, as seen in the Amma Adarsha Pathashala initiative to enhance school infrastructure," he said.
On healthcare, he announced the expansion of Aarogyasri coverage to Rs. 10 lakh per family, with 163 new medical procedures added. Social justice efforts include the Statewide Socio-Economic Caste Survey, guiding policy reforms. "We have introduced a Bill proposing 42% BC reservation and sub-categorization of SCs to ensure equitable representation," he stated, adding that February 4th has been declared Telangana Social Justice Day.
Infrastructure, Sustainability, and Governance
Telangana is undergoing a massive urban transformation. "The Future City project, spanning 765 sq. km, will integrate AI, pharmaceuticals, and manufacturing clusters to drive economic growth," the Governor said. Metro rail expansion and the Musi River Rejuvenation Project are also underway to enhance urban connectivity.
The Clean and Green Energy Policy-2025 aims to boost solar, wind, and energy storage investments, with a goal of 6,000 EV charging stations by 2030. Governance improvements include the Bhu Bharathi Act for streamlined land records and the Young India Police School to support police personnel’s children. "To ensure rapid disaster response, we have deployed a 2,000-strong State Disaster Response Force (SDRF)," he said.
