The Andhra Pradesh government has announced a series of reforms to make the SADAREM disability assessment and certification process more transparent, accessible and citizen-friendly. Medical and Health Minister Satyakumar Yadav said the new system, aimed at reducing travel hardships and administrative delays for persons with disabilities, will come into effect from July 8, with disability assessment camps beginning on July 13.
One of the key changes is the introduction of zonal slot booking, replacing the existing statewide system. Applicants can now book appointments only within their designated zone, enabling them to access services in their own district or nearby districts while reducing unnecessary travel and ensuring equitable distribution of assessment slots. The government has also made self-declaration mandatory during slot booking to prevent incorrect or fraudulent applications. In cases where the disability category is unclear, applicants must submit a certificate from a qualified general physician before booking an assessment slot.
Another major reform is the introduction of mandatory online attendance registration. Applicants must mark their attendance through the SADAREM portal before undergoing medical assessment, ensuring greater transparency, accountability and easier physical verification.
For the first time, applicants can directly book assessment slots through the AP Seva Portal using a citizen login, in addition to accessing services through village and ward secretariats. Citizens can also download and print their disability certificates online free of cost. Slot availability by district and disability category can also be checked through the government’s Mana Mitra WhatsApp service. The Health Department said around 80,000 applicants booked SADAREM slots during the previous quarter, while fresh bookings for the current cycle will remain open from July 8 until the end of August.
Officials emphasised that all SADAREM services are completely free and cautioned applicants against paying money to middlemen or unauthorised agents for slot booking or issuance of disability certificates. The reforms are expected to reduce the burden on hospitals, streamline the certification process and make disability services more accessible across the state.
