Afcons Infrastructure that built Annaram was grilled on Saturday

The Commission of Inquiry, led by Justice P.C. Ghose, investigating alleged irregularities in the Kaleshwaram Lift Irrigation Project (KLIP), concluded its questioning of Afcons Infrastructure regarding the construction of the Annaram Barrage. After grilling the construction firms that built Sundilla and Medaram barrages on Thursday and Friday respectively, the Commission of Inquiry summoned the Afcons firm for inquiry on Saturday.
The Commission expressed dissatisfaction over procedural lapses and questioned the company on various key aspects. The Commission criticized the absence of pre-construction surveys due to the project being an item-rate contract, unlike the more rigorous EPC contract.
Afcons cited changes in project location and delays in land handover as reasons for missing deadlines. While the barrage was built with a 100-year life expectancy, damages were reported during the 2019 floods, despite no issues in earlier seasons.
Afcons stated that consultancy studies were conducted after damages occurred, but recommendations were not acted upon by the Irrigation Department. The company assured there are no cracks and seepage issues are addressed through grouting.
The Commission voiced anger over the lack of adherence to norms, emphasizing that greater precaution could have prevented damages. It also raised concerns about agencies prioritizing funds over quality and accountability. The inquiry commission will continue examining other aspects of the Kaleshwaram project to ensure transparency and accountability in its execution.
