Heath Minister presents report on Singapore visit at collector’s conference

Minister for Health Satya Kumar Yadav on Thursday said the recent study visit to Singapore by a team of Andhra Pradesh Ministers had provided valuable insights into governance, interdepartmental coordination, digital administration, and citizen-centric public service delivery. Speaking on the first day of the District Collectors’ Conference held at the Secretariat the minister said the seven-day structured governance program in Singapore highlighted the importance of disciplined execution alongside visionary leadership.

A six-member ministerial delegation visited Singapore as per the directions of the Chief Minister to study global best practices in governance and institutional systems. The delegation participated in expert-led sessions, ministerial interactions, case studies, simulations, and field visits to key infrastructure and governance institutions. Minister Satya Kumar Yadav said the delegation had prepared a 90-day action plan based on the observations made during the visit, which would be submitted to the Chief Minister for further guidance.

“The strongest message from the program was that governance succeeds only when vision is matched by disciplined and time-bound execution. Leadership and vision are already available in Andhra Pradesh, but the focus now must be on strengthening execution systems and coordination,” he said. He underlined the need for stronger interdepartmental coordination at the field level to ensure effective implementation of government schemes and infrastructure projects.

Referring to Singapore’s “whole-of-government” approach, the minister said departments there functioned with continuous coordination, data integration, and real-time monitoring mechanisms, resulting in efficient service delivery and faster grievance redressal. He said the Ministers were particularly impressed by Singapore’s long-term urban planning, climate resilience measures, water management systems, and extensive greenery initiatives.

The delegation visited the Jurong industrial region and one of the world’s largest automated ports, where logistics and container movement are managed largely through autonomous systems and centralized command centers. On crisis management, the Minister said Singapore had presented detailed modules on pandemic response, emergency preparedness, communication systems, and technology-enabled governance. He added that the delegation had also shared India’s experience in handling the COVID-19 pandemic, including indigenous vaccine development and medical assistance extended to several countries. The minister further said the proposed 90-day action framework focused on integrated district governance, real-time monitoring systems and improved coordination among departments.
