Blockchain-based land records pilot in seven districts

In a major step towards modernising land administration, the Andhra Pradesh government will launch the ‘Mee Bhoomi–Blockchain’ pilot project on Thursday to create a secure, tamper-proof and transparent land records management system. Chief Minister N. Chandrababu Naidu will virtually inaugurate the project from the State Secretariat.

The blockchain platform aims to establish a “Single Source of Truth” for land records by integrating data from the Revenue, Survey and Registration departments onto a unified digital platform. The initiative is expected to eliminate discrepancies between departmental records, prevent land fraud and improve the speed and transparency of citizen services.

Developed jointly by NIC Andhra Pradesh and the NIC Centre of Excellence for Blockchain Technology, Bengaluru, the platform uses Hyperledger Fabric technology. Every land parcel will receive a unique blockchain identity, with all transactions recorded permanently in a tamper-proof digital ledger. Any modification to land records can be made only through authorised online government services, while details of every transaction and the responsible official will remain permanently traceable.

The platform also includes safeguards that automatically halt transactions if inconsistencies are detected in land records.

Initially, the system will offer eight citizen services, including auto-mutation, sub-division and extent correction, while enabling departments such as Agriculture, Fisheries, Mines, Industries, Energy, CRDA and financial institutions to access verified land information.

The pilot project will be implemented in seven mandals across seven districts, Aspari (Kurnool), Penumuru (Chittoor), Repalle (Bapatla), Gannavaram (Krishna), Kadiyam (East Godavari), Gummalakshmipuram (Parvathipuram Manyam) and Kothavalasa (Vizianagaram). It will cover 89 re-survey villages and 1.37 lakh land parcel maps, paving the way for statewide implementation in the future.
