The Telangana government has directed the termination of 177 retired employees working on reappointment, contract, or outsourcing basis across various departments by March 31, 2025. This significant decision impacted key officials, including NVS Reddy, the Managing Director of Hyderabad Metro Rail Limited (HMRL), who had been serving on an extended term since his retirement in June 2016.
The directive, issued by Chief Secretary A Santhi Kumari, mandates that all Secretariat departments, heads of departments (HoDs), and government agencies relieve retired personnel unless they obtain fresh approval from the competent authority with valid justification.NVS Reddy, a key architect behind the Hyderabad Metro Rail project since 2007, was previously granted multiple extensions, with his term set to continue until June 2025.
However, under the Congress government led by Chief Minister A Revanth Reddy, a review of extended appointments revealed a substantial number of such cases sanctioned by the previous BRS administration, particularly within the Municipal Administration and Urban Development (MA&UD) department during the tenure of former minister K.T. Rama Rao (KTR). The government believes these extended reappointments have placed a financial burden on the state exchequer, prompting this fresh order.
In addition to municipal administration and urban development officials, the termination order also impacts G Kishan Rao (Retd IAS), Vice-chairman and CEO of the Yadagirigutta Temple Development Authority (YTDA). Rao has been actively involved in the construction, development and administration of Yadagirigutta Temple, overseeing key initiatives to enhance the spiritual and infrastructural aspects of the temple town. His position, along with other reappointed staff is under review as part of the broader government policy to streamline governance and financial accountability.
Other notable officials who are likely on their way out include M. Satyanarayana – Executive Director, HMWSSB, S. Sathaiah – Joint Collector, TG RERA and BLN Reddy – Chief Engineer, HMDA The MA&UD department was identified as having the highest concentration of such cases, reflecting a pattern of extended appointments under the previous administration.
The Revanth Reddy-led Congress government has emphasized the need for administrative reforms and financial prudence, ensuring that reappointments are merit-based and justified rather than routine extensions.
The termination order marks a significant policy shift, bringing an end to years of service extensions and aligning government employment practices with fiscal responsibility. The affected officials and departments are expected to facilitate a smooth transition while maintaining operational efficiency in their respective domains.
