The Greater Hyderabad Municipal Corporation (GHMC) has approved a Rs 8,445 crore budget for the financial year 2025-26 during a special meeting of its Standing Committee chaired by Mayor Gadwal Vijayalakshmi on Monday.
For the financial year 2025-26, the GHMC has projected revenue receipts of Rs 4,445 crores and revenue expenditure of ₹4,000 crores, resulting in a revenue surplus of Rs 445 crores. Tax revenues remain the largest contributor, with an estimated Rs 2,029.81 crores, an increase from Rs 1,970.10 crores in the revised estimates for 2024-25. Town Planning Fees, another major revenue source, are expected to reach Rs 1,201.15 crores, improving from the Rs 1,000.89 crores revised in 2024-25 but still lower than the initial budget estimate of Rs 1,595.56 crores for the same year.
State Finance Commission (SFC) grants are estimated at Rs 800 crores for 2025-26, an increase from Rs 700 crores in the revised estimates of 2024-25. Other revenue streams include Rs 112 crores from trade licenses, Rs 60.70 crores from advertisement fees, and Rs 66.69 crores from miscellaneous income, indicating a steady improvement in non-tax revenues.
However, assigned revenues remain stagnant at Rs 10.10 crores, reflecting no growth over the revised estimates for 2024-25 and The revenue estimates from mutation fees have significantly decreased from Rs 200 crores in 2024-25 to Rs 105 crores for the financial year 2025-26. Similarly, the revenue estimates for income from investments have decreased from Rs 35.20 crores in the Revised Budget Estimates (RBE) 2024-25 to Rs 27.25 crores in 2025-26. A significant portion of the capital receipts comes from Rs 3,000 crores in state government grants, emphasizing the importance of external funding for GHMC’s infrastructure projects. Grants from the XVth Finance Commission are projected at ₹279 crores, a sharp decline from ₹565.50 crores in 2024-25 revised estimates. Other capital receipts, estimated at ₹16 crores, reflect modest growth compared to ₹13.50 crores in the previous year.
The meeting saw the participation of GHMC Commissioner Ilambarathi, Standing Committee members, zonal commissioners, and other senior officials. After extensive deliberations, the Standing Committee gave its nod to the proposed budget, addressing various queries and concerns raised by the members.
