Empowering marginalized communities in AP the P4 way

Andhra Pradesh Chief Minister N Chandrababu Naidu has reignited his transformative P4 program—People, Public, Private, and Partnership—as a dynamic policy framework aimed at empowering downtrodden communities and accelerating inclusive growth across the state. The renewed thrust behind P4 marks a critical step in the Chief Minister’s long-standing commitment to social equity, economic justice, and sustainable development.

Under Naidu’s leadership, the P4 model is being institutionalized to uplift backward and disadvantaged sections, especially Scheduled Castes (SCs), Scheduled Tribes (STs), Backward Classes (BCs), and minority communities. The approach integrates government resources with private enterprise and voluntary civil society participation to build a cohesive, self-reliant socio-economic ecosystem with an aim to eradicate poverty in AP by 2029.

Governments alone cannot uplift society; it takes collective will. P4 is about shared responsibility—empowering the marginalized through opportunity, investment, and social mentoring,” Naidu said during its launch.

In a major boost to the mission, several influential “Margadarshis”—visionary industrialists, philanthropists, social leaders, and educators—have stepped forward to partner with the state government. These thought leaders have committed to mentoring, funding, and building capacity in rural and underdeveloped areas, particularly through skill development, digital literacy, entrepreneurship, and infrastructure support.

Naidu emphasized that the revival of P4 is not merely a welfare initiative but a powerful growth engine. “Our vision is to create entrepreneurs, not just beneficiaries. We are launching centers of excellence in every district to train youth from weaker sections in future-ready skills—AI, automation, green tech, and more,” he said.

Recent developments include the rollout of targeted programs in collaboration with leading corporates and NGOs. A strategic roadmap is being prepared to implement pilot P4 zones in Anantapur, Srikakulam, and Kadapa districts, focusing on livelihood generation, women empowerment, and digital inclusion.

The Chief Minister stressed that this movement will align with Vision 2047, ensuring that no community is left behind in Andhra Pradesh’s journey towards becoming a $1 trillion economy. “This is a mission close to my heart. Uplifting the most neglected is not charity—it is our responsibility. P4 is the path forward,” Naidu declared.

With momentum building and new partnerships forming, the P4 initiative is fast emerging as a cornerstone of Andhra Pradesh’s developmental future—powered by vision, driven by purpose, and guided by collective action.
